MIDWEST LEAGUE BYLAWS


ARTICLE I   MEMBERSHIP, REGISTRATION & ROSTERS

A. Active membership of TSMAHA shall be comprised of all amateur ice hockey associations headquartered in Iowa, Nebraska and Kansas, who have filed with TSMAHA an approved registration form and paid the required fee by November 15th of the playing season for participation in the Midwest Amateur Hockey League.

 

B. Inactive members shall be comprised of associations within Iowa, Nebraska and Kansas who do not wish to register as an active participant in the Midwest Amateur Hockey League, and shall not be entitled to a vote in the Corporation.

 

C. Active membership is available to associations outside the Iowa, Nebraska and Kansas district who have filed with TSMAHA an approved registration form and paid the required fee by November 15th of the playing season. They are entitled to vote in the corporation on those matters pertaining to the Midwest Amateur Hockey League.

 

ARTICLE II   PLAYER ELIGIBILITY

A. All teams of member associations must be registered with AHAUS.

 

B. No TSMAHA member shall permit any player or coach suspended by TSMAHA or AHAUS to participate in any game or practice or play any team using such a suspended player or coach.

 

C. No TSMAHA member team may use any illegally or non-rostered player or play any team using an illegally or non-rostered player.

 

ARTICLE III   FEES

A.    Midwest Amateur Hockey League fees shall be determined by the number of teams participating in each age group.  The fee will be used to cover league expenses, tournament trophies and to help pay the host city for ice cost.  These fees, paid to the league treasurer by November 15th, shall be assessed to each participating team in the following manner:

  • To cover costs of league expenses.

  • To cover costs of trophies (league and tournament).

  • To cover payment to the host teams to reduce their costs of holding games. This shall be figured as follows:

    • Total number of games played in each division (Squirt, PeeWee, etc.), multiplied by the ___/Hr. (ice reimbursement) divided by the total number of teams in that age group = the league fee for each league team.

    • Total number of games does not include tournament games.

    • Tournament fees will be determined by the city hosting the tournament for each age group.

 

B. Teams failing to participate in any scheduled league weekend for any reason, other than an act of God, shall be fined $50.00 plus an additional fee covering the host cities cost of ice for those games not played less any payment given to the host team, by the league treasurer, for those games scheduled but not played that weekend.  This fine will be paid to the league treasurer no later than one month following the offense. This fine will be given to the city that served as the host for that weekend to offset any costs.  If payment is not received promptly, as stated, an additional $50.00 fine shall be assessed and payable prior to any league participation in the following season.  These games will be considered as a forfeit for the team not showing.

 

ARTICLE IV - CLASSIFICATION AND DIVISIONS

The following Classifications and/or Age Divisions are recognized by TSMAHA and may be used by sanctioned leagues and tournaments.

Senior

Limited to amateurs, but not restricted as to age, residency or citizenship.

 

 

2

 

Junior

Restricted to U.S. citizens only and limited to amateurs according to AHAUS guidelines.

 

 

3

 

College

Student

Restricted to amateurs who are full-time, undergraduate students enrolled and attending the college, junior college or university designated on the team and player registration.

 

 

4

 

High School

Student

Restricted to amateurs who are full-time students (Grades 9-12), and under 20 on December. 31st of the playing season, not to exceed eight semesters, who are enrolled and attending the school designated on the team’s and player’s registration form.

Midget

Limited to amateurs per AHAUS guidelines.

 

6

Bantam

Limited to amateurs per AHAUS guidelines.

 

7

Pee Wee

Limited to amateurs per AHAUS guidelines.

 

8

Squirt

Limited to amateurs per AHAUS guidelines.

 

9 Mite Limited to amateurs per AHAUS guidelines.

Girls Division
SQUIRT 8 to 12  Years of Age
PEE WEE 13 to 15 Years of Age
MIDGET 16 to 19 Years of Age

JUNIOR

20 and Older
11 Oldtimers Unrestricted as to citizenship and unlimited so as to include amateurs and/or reinstated professionals.  Players shall be 35 years of age and older.

SPECIAL NOTE:  Players under 21 who reside in the U.S. with parent(s) working in the U.S. are eligible regardless of citizenship.

 

ARTICLE V - TSMAHA LEAGUE PLAY

A. There will be one league champion for each age group in both (A) and/or (B) leagues, after all teams have played each other an equal number of times.  The league champions shall be determined by the following guidelines.

 

Two (2) points for a win, and one for a tie, the total number of points will determine the team standings.  The team with the highest team standings after completing the regular league season will be recognized as the league champion.  The team that qualifies will be presented a memento at their age groups’ tournament.

 

B. TIES  Game ties will require no overtime.  A tie at the end of regulation time constitutes a completed game.  In the event the league season ends in a tie, first place shall be awarded on the basis of the following:

i   Determine the number of goals scored by each team in the games with the tied teams as the participants.  First place award to the team with the most goals scored as determined above, the other team will assume second place in the standings.  In the event of a 3-way tie, first, second and third place will be awarded by the same procedure as above.

ii   If there is still a tie, the total number of goals scored against all league competition by the teams will determine the final standings.  Placement will be awarded as stated in section B, (i).

iii  If forfeiture affects the league standing, the board will evaluate the situation and rule on any penalties and awards.

C. The league sportsmanship award will be awarded to the team with the least average penalty minutes per game at the end of the regular playing season.  Total number of penalty minutes divided by the number of games played.

 

ARTICLE VI   TSMAHA YEAR-END TOURNAMENT

A. All teams from each active member association will participate in the league tournament.  Scheduling preference should be given to the league champions, at all stages of the playoff competition.  The winners in each division shall be eligible to participate in the regional AHAUS tournament.

 

B. In the league tournament, time must be provided for sudden death overtime.  (5 minute stop clock).  A goal must be scored to determine a winner.  Any change in this rule must be approved by a majority of the association-managing directors.

C. An end of the season tournament fee shall be charged.  This fee is NOT to exceed the actual cost incurred by the host teams.  Those costs would include officials for the games played and ice costs.  There should be NO gate charge.  The final tournament shall be a NON-PROFIT making tournament.

 

ARTICLE VII   OTHER TOURNAMENTS

All tournaments must be approved by the AHAUS District Registrar.

 

ARTICLE VIII   SUSPENSION

Violations of the By-Laws, Rules and Regulations of TSMAHA and/or AHAUS constitutes conduct detrimental to hockey and makes the player, coach, manager, minor official, referee and/or linesman and/or sponsoring organization subject to a hearing with possible suspension by the TSMAHA Board of Directors and its committees so empowered.

 

A coach who allows a player who has been suspended by virtue of a game, gross, or match misconduct, to dress or play in a game, shall be suspended from any further games until his case has been dealt with by the Board of Directors.  A hearing shall be held and a decision made relative to any further disciplinary action within 30 days of the incident or the coach shall be automatically reinstated.

 

ARTICLE IX   OFFICIALS

At least one official (referees and/or linesmen) per game must be registered with AHAUS and must wear the current AHAUS official’s patch as prescribed.

 

ARTICLE X   COACHES

One of the purposes of TSMAHA is to improve the development of hockey skills and techniques.  To this end, the coaches for each team shall be required to have attended a TSMAHA sponsored associate level coach’s clinic, and taken the appropriate test.  Upon written request to the Board of Directors and a showing of the possession of skills equivalent to the associate level clinic acquired elsewhere, the Board may waive the requirement of attendance at an associate level clinic.

 

It is recognized that personal problems, business or the like may result in a team not having approved coaches for a particular game.  The presence of an unapproved coach shall not be grounds for a protest or refusal to play and should merely be reported to the Board of Directors.  A team, which is regularly reported as not having approved coaches, is subject to disciplinary action.
